Since the passage of the One Big Beautiful Bill, many producers across the state have noted that they would’ve made a different decision regarding STAX and PLC had they known that the seed cotton reference price was going to change. Since the passage of the Farm Bill provisions in the One Big Beautiful Bill Act, NCC staff have been working closely with USDA to reach a resolution for growers who purchased STAX on farms with Seed Cotton base acres in 2025 but would like to enroll in PLC with the change in the Seed Cotton reference price.
Growers wishing to enroll their Seed Cotton base acres in PLC for the 2025 crop should contact their local FSA office by the late enrollment deadline of Tuesday, September 30. Growers who purchased STAX in 2025 will be required to pay a 60% premium penalty to enroll in PLC for this crop year. Due to current policy parameters, we do not anticipate USDA offering any additional resolution to this issue.
